Just got the following e-mail from an Argenta resident about a door to door magazine saleman working Willow Street in Argenta.

Just had a young man who identified himself as Antonio come to the door claiming to be taking part in some kind of "communications contest." Supposedly it's to help him become a better communicator and earn money to start a business. Bottom line: It's the old magazine subscription sales push to earn "points" toward some reward (trip to Cancun, he said). Can't speak to this kid's legitimacy, but last time someone I know bought a magazine through one of these deals the subscription never arrived. You might want to post something on the blog; he was a young guy, Asian descent, well-dressed and well-spoken, pushy in a trying-to-be-humorous way ("I was just at the neighbor's house and they sent me over here to have breakfast"). Had cards in plastic protectors but the only ID he offered was what he'd written in the blanks on the cards.

These guys are REQUIRED to have a NLR Peddlers License and it should look like this. If they don't have a peddlers license call the police. Often these door to door "salesmen" use the opportunity to get a peek inside your house and see of it is worth coming back and robbing. A legitimate magazine salesman will get a peddlers license and must show it to you upon request.

(UPDATE) Alderwoman Ross reports a different person with the same sales pitch was working Sherwood recently and her checks with the City revealed this group does NOT have a NLR peddlers license. She has notified NLRPD to be on lookout for them, but if you see them, call NLRPD immediately and make sure you give a good description.

Update on LNG meeting

First and foremost, our friend Bill at NLR Code is undergoing unexpected heart surgery - let's all keep him in our thoughts and prayers.

So, we are postponing Bill's presentation until he is recovered. Instead, the person presenting a program we had planned for later in the Spring has agreed to come this week. Nechi Fullerton from Heifer International had asked to be able to speak to our group about programs and opportunities at Heifer. If any of you have never been to their facility out on Hwy. 10, I understand it's amazing! We're going to get a first hand picture.

Look forward to seeing you on Thursday at 7:00 at Lakewood Methodist in W2.
There will be a Taize service going on too - don't worry that there won't be any seats left in our meeting! :)

We look forward to seeing everyone at the regular monthly meeting of The Lakewood Neighborhood Group.
It will be on Thursday at 7:00 - Lakewood Methodist Church in Room W2 (Upper breezeway).

The topic of this month's meeting is:

"Being Your Brother's Keeper: The Importance of Being Vigilante in Maintaining Your Neighborhood's Value."

NLR Code Enforcement will be talking to us about what to do and how to deal with "unsightly" problems in our neighborhoods that can cause all of our property values to decrease and that are the beginning of neighborhood blight.
You'd be suprised how much of a problem this really is - even in Lakewood!

We'll continue this conversation in the coming months - talking with a Lakewood real estate agent about property values (maintaining them and how our neighbors can affect them) and about theories such as Broken Windows that addresses these topics.

Fire Dept Station #5 responded to 9,549 incidents in 2008. In January of 2009 there were 120 incidents. There have been 3 chimney fires recently. This is caused by creosol build up in the chimney. Chimneys should be cleaned every 1-2 years by a chimney sweep or kits can be bought had your local hardware store to do it yourself.

Dept: Several suspects have been arrested for breaking into residences. Breaking and entering in cars is still a problem. Most car doors have been left unlocked. Please remember to lock car doors and take valuables inside your house or lock in trunk.

This is the time of year we will see and increase in people going door-to-door offering to do yard work. If the do not have a city license with a placard call the police (911), if they do have a placard you do not have to answer you door.

Most magazine sales door-to-door are not legitimate. Be aware around malls and shopping centers for people looking for a handout.

You and members of your organization are invited to attend the Taxpayer Advocacy Panel (TAP) Community Town Hall Meeting. The North Little Rock Supervisors Association has received information that on Tuesday, December 23rd beginning at 11:00 am Santa Claus and several of his helpers dressed in Elf outfits will be at JFK and C Street just North of the Metropolitan Bank. Santa and his helpers will be handing out candy canes, hot cocoa and cookies.

10th Annual Polar Bear Plunge

Greetings;

December is finally here and it's time for the 10th Annual Polar Bear Plunge for Special Olympics. On Saturday December 13th several hundred crazy folks will take the plunge into the icy cold waters of Lakewood Lake #3, all to raise money and awareness for Special Olympics Arkansas.

As most of you know, three years ago myself along with several other of my Law Enforcement friends decided to plunge not just once but 24 times; once an hour beginning at noon on Friday and ending at noon on Saturday. We have committed once again to plunging all night in a Super Plunge. This plunge has been called "Freezing for a Reason" in year's past; I like to call it "Crazy for a Reason"!

NLRPD Shop with a Cop Program

There will be two NLRPD Shop with a Cop dates this year. This is the 3rd annual Shopwith a Cop. The dates will be Sunday, December 7th & 14th. A total of 50 pre-selected children will be shopping this year, 25 on each Sunday. Each child will receive a Walmart gift card valued at $150.00.

Immaculate Conception Catholic Schools Student Government ( 7th & 8th graders ) and also St. Lukes Missionary Baptist Church have already committed to volunteer their time for the Shop with a Cop event. There have been many donations already, including $5,000.00 from Walmart. Funds are still needed. Anyone wishing to donate can stop by any Twin City Bank branch to make a deposit to the Shop with a Cop account. Additional gift wrappers are still needed.

From the front lines to the home front, the American Red Cross provides service members, their families and veterans with the care and assistance they need.

The Red Cross is partnering with Pitney Bowes this holiday season for the Holiday Mail for Heroes campaign. For the second year in a row, we’re collecting holiday cards to distribute to American service members, veterans and their families in the United States and around the world. Pitney Bowes is generously donating technology, resources and postage to make this holiday card program possible.

Our goal is to collect and distribute one million holiday cards to spread holiday cheer and facilitate thanks to these brave individuals and families.

Card Guidelines

Please follow these guidelines when mailing a card to ensure that your card will quickly reach service members, veterans and their families. Every card received will first be screened for hazardous materials by Pitney Bowes and then reviewed by Red Cross volunteers working in one of 16 sorting stations around the country.

* All cards must be postmarked no later than Wednesday, December 10, 2008. Cards sent after this date will be returned to sender.
* Participants are encouraged to limit the number of cards they submit to 25 from any one person or 50 from any one class or group. If you are mailing a larger quantity, please bundle the cards and place them in large mailing envelopes. Each card does not need its own envelope or postage.
* Please ensure that all cards are signed.
* Please use generic salutations such as “Dear Service Member.” Cards addressed to specific individuals can not be delivered through this program.
* Please send cards as opposed to long letters which delay a quick review process.
* Please do not include email or home addresses on the cards, as the program is not meant to foster pen pal relationships.
* Please do not include inserts of any kind, including photos, as these items will be removed during the reviewing process.
* All cards received may be used in program publicity efforts, including appearing in broadcast, print or online mediums.

Where to Send Phone Cards, Gift Cards and Care Packages:

* Phone cards or gift cards will not be accepted with the holiday cards. Those wishing to send calling cards or gift cards/certificates should go to www.aafes.com, scroll down to "AAFES Community Connection" and click on "Help Our Troops Call Home" or "Gift Cards/Certificates for Our Troops" in order to send such items.
* No 'Care Packages' will be accepted at this address. Those wishing to send care packages should go to www.AmericaSupportsYou.com and click under "Homefront Groups" to find out how to send care packages.

Tomorrow night, members of the North Little Rock Woman’s Club will host their annual Fall Follies at the Patrick Henry Hays Senior Citizens Center. Doors open at 5:30 and dinner will be at 6:30 p.m. Tickets are only $25.00 This gets you some delicious Corky’s BBQ, homemade desserts and much more! There will also be a country store…it’s not too early to do a little Christmas shopping and help out the citizens of North Little Rock!

1. gently used backpacks for the homeless project
2. items for the homeless backpacks - scarf, gloves, cap, socks,
toothpaste, toothbrush, package of razors for the guys, lotion,
soap
3. gently used evening dresses, short or long, for the p.r.o.m. project - dresses will be made available to high school girls who would not be able to have dresses to wear to dances/parties otherwise
4. daley johnston is collecting personal care items - or caregiver kits - to answer the emergency plea from the arkansas children's hospital. these are kits in large ziplock bags that can be handed to parents/caregivers who come with their children unexpectedly to the hospital and have no hygiene items with them. these kits might include soap, a wash cloth, comb, deodorant, tooth past, tooth brush, razors, lotion.
2. the our house homeless shelter for the working homeless is requesting bedding for twin beds. their shelter is full and they are in very short supply on sheets and blankets for twin beds. do you have any gently used bedding that you can give? they also need standard size pillows, but would like the pillows to be new due to health concerns. (you can buy blankets and pillows very cheaply at wal mart.) please make sure the bedding is clean.
ALSO, IF ANYONE HAS A WASHER OR DRYER TO DONATE THAT IS IN WORKING ORDER, THE SHELTER IS IN NEED OF BOTH. 80 PEOPLE ARE USING TWO SETS OF WASHERS AND DRYERS AND THEY WEAR OUT REALLY FAST. THEY WILL COME PICK UP AND GIVE YOU A TAX RECEIPT.

NLR Christmas Parade

The North Little Rock Christmas parade is scheduled for Sunday, December 7 at 2:00 p.m. The theme for the parade this year is “Peace on Earth.”

All clubs, organizations, schools, churches and businesses are encouraged to participate in the parade. An entry form may be obtained by calling the North Little Rock Chamber of Commerce at 501-372-5959 or by stopping by the North Little Rock Chamber of Commerce at 100 Main Street. All entries must have entertainment appeal by being in costume or decorated. The parade will begin at 2 p.m. at Pershing and Main and will continue down Main Street to Washington Avenue. There will be only one Santa Claus in the parade. The entry deadline is November 30.

The North Little Rock Christmas Parade is sponsored by the North Little Rock Sertoma Club and the City of North Little Rock. For more information or a parade entry form, contact the North Little Rock Chamber of Commerce at 372-5959.

We will have food, live music, games, and lots of opportunities to meet and greet your neighbors -- both the ones you already know and the ones you don't know yet. Remember, we've had several folks buy houses and move into Argenta since last year's party, and we need to show them we know how to have a good time!

We at the New Amboy Neighborhood Association would like to extend a formal invitation to you and your representatives. We will be having a Block party on Saturday October 18th, at 260 Military Road. That is the Parking lot of the Bookkeeping Plus on Military road.
The Party will start at 1:00 pm. We would love to have representatives from every Neighborhood group and whomever you represent. Bring some literature about your particular organization to hand out.
We are really expecting a large crowd. People in the area are really excited about our new association and the response is getting a little overwhelming.
Candidates have been invited and all have confirmed. They will be allowed to speak after 2:00 pm. We hope you all can find time to attend, if not for the full thing, drop by and show some support for our efforts. We want to meet you all, and hope that we can all work together for a better NLR.

Questions for candidates

The League of Women Voters will be conducting their candidate question and answer session for North Little Rock mayoral and alderperson candidates next week. The session will not be open to the public; however it will be taped and rebroadcast several times on the Comcast community access channels. A representative from the North Little Rock business community, League of Women Voters and a representative from the North Little Rock neighborhoods will each be allowed to ask questions of the candidates from Ward 1, Ward 2 & Ward 3 as well as the mayoral candidates.

I have been asked to participate as the representative of the neighborhoods. I believe there are many very intelligent and dedicated people in our neighborhoods and I am asking for your help in finding the right questions to ask of the candidates. Please e-mail me at segwalls@swbell.net with the question you would like asked in each of the three alderperson races and mayoral race. Please keep in mind, given the time restraints, I will probably only get to ask at most 2 or 3 questions of each alderperson candidate and maybe 4 or 5 of each mayoral candidate. The questions must be succinct and to the point. The questions should also address neighborhood specific issues. I would appreciate citizen’s questions that are serious and I look forward to finding the best questions to ask our candidates.

Cpt Warren Mobbs

One of your Firemen died last Friday.

Cpt Warren Mobbs, who skippered Engine 7 on C Shift operating out of Station 7 in your neighborhood, died Friday afternoon after finishing up with yardwork at his home. It is believed that he suffered a sudden fatal heart attack.

Cpt Mobbs will be sorely missed. We hope that all of the Lakewood folks will join us in mourning his passing.

Funeral is 10:00 AM Tuesday. This is truly a sad day for the NLRFD, especially for the guys at Station 7.

CERT CLASSES POSTPONED
Due to unforeseen circumstances, a decision was made to postpone the Community Emergency Response Team classes until after the first of the year. We are still working on gathering the information, training materials and everything we will need to make this happen. Rick Ezell and Virginia Raum as well as Bud Gray as all so gracious and still willing to be our teachers. Applications are still available. We will be posting the new dates in the near future. LIM feels very strongly about this program and we will be pushing forward in hosting this event.

: This year marks the 75th anniversary of the Old Mill August 6th 1933 dedicated by the Pugh and Matthews families. It will probably be at 10:00 in the morning. More information will be released as we know more. $200,000 was spent from the city, grant monies, and donations. The lights have been installed. Tomorrow is a major work day starting at 7:00.

Concerns brought up were increased traffic, speeding and litter around the Old Mill by residents.
The ordinance regarding litter is narrowly defined by the city.

There are 200 wedding a year scheduled through the city. There has been one divorce that is known.

Barry Hyde: House currently working on the proposed budget. The lottery amendment needs 75,000 signatures to be voted on. The Attorney General’s Office has to check to make sure all signatures are registered voters. All of the money will go to scholarships.

Debi Ross: 1) Sales tax pulled. There was a law change, can’t have 2 different end dates.
2) Code-a lot of condemnations coming up. All last night were condemned.
3) RV Park passed.

Sorrells: The man stealing catalytic converters was caught.
Closed down a daycare being run out of a house, DHS is investigating.
Lawn care people showing up. Call police if the do not have a license. Lock up lawn mowers, several stolen recently.
Increase in copper stolen from window air conditioning units.
Robberies are down in this area.

Check in will be at 8:30 a.m. at City Hall (corner of Main and Broadway, North Little Rock).

At 12:00 noon, volunteers will be asked to meet at Burns Park, Pavilion #10 for food, prizes, t-shirts and Funland tickets!

Please call the North Little Rock Code Department @ 791-8581 if you see an abandoned shopping cart on public property. The exact location will be needed for Code to pick up the cart. We need your help to keep the carts out of the city storm drains and clean up NLR. Companies will be charged a $25 fee to reclaim their property. This fee will cover the cost of removing and storing the carts.

Beth White: There wasn’t a meeting in February; everyone was invited to the town-hall meeting in Levy. There will be more town-hall meetings and everyone is encouraged to attend.

Debi Ross: 1) Shopping carts-there will be a meeting next week to finalize plans.
2) Parking cars in the front yard-Council will not be able to do a city wide law. It will have to be by areas. We may have a vote in each area to decide, the city attorneys are checking into legalities. Ward wide would probably not work.
3) Dumpsters-Council is looking at regulating hours they can be emptied due to complaints of noise at 4 in the morning.
4) City web site is up and running. Firefox works to view site. The search engine is working.
5) Hydroplant-We are above in the money brought in.
6) May 17th is the city wide cleanup, Keep North Little Rock Beautiful. We will probably meet at Burns Park this year.

Sorrells: Burglaries in the area are on the increase. Police caught 3 people responsible for several break-ins. Daytime has the highest number of break-ins, when it is rainy and when people are away on vacation. Call 758-1234 if you see something suspicious or 911.

If you see someone using a coat hanger or Jimmie to get in a car in a parking lot at the mall or shopping center, call the police. More than likely they are breaking in to the car.

This is the time of year people will be going door to door asking to do yard work or paint your house number on the curb in front of your house. Be aware they may be casing the neighborhood. They have to have a permit placard on them. Call police to report anyone in your neighborhood soliciting without a permit.

Beth White: North Little Rock Friends of Animals fund raiser (chili supper) was rescheduled to Friday, March 28, 2008 at 7 pm.

Open Practice Day for the NCAA at Alltel will be Thursday March the 20th 1200 noon to 2:55 pm and 4:25 to 7:20 pm. This is a free event to watch the top teams practice. More info is available at http://www.arkansascitiessports.com/.

The 18th Annual North Little Rock Woman’s Club Carousel Ball, will be April 5, 2008, at the Hays Center. Proceeds benefit the Heritage – Bowker – and Willow Houses, the Senior Center, and other community service projects. This year, the club will celebrate its 50th Anniversary in Community Service. $50 per person ($25 is tax deductible). Old Mill-The restroom facility is nearing completion. The inside work will be done when the outside doors are installed and can be locked. The Amphitheater will be completed in the phase. The handicapped accessible areas are completed. A grand opening will possibly be in May. Bert Turner has been the driving force behind the renovation of the Old Mill. A luminary event is in the planning stages for Christmas.

Beth announced she will be running for Alderman of Ward One.

Beth White: Luminaries on Glenmere were a success. The city did a wonderful job cleaning the street and removing leaves.

Barry Hyde:
(State Rep.) There will be a change in the sales tax effective 1-1-2008 and in 2009 a change in sales tax laws, how they are enforced and areas they encompass.
(1)-AR streamlined sales tax. There is a federal guideline to get sales tax similar in the 44 participating states. The 2007 law states that sales tax is to be collected at the point of delivery.
(2)-$2500 cap on sales tax has been lifted; exceptions are cars, boats and airplanes. There is a group challenging this law. Internet sales tax may possibly be a reality within 3 years.

Abandoned houses—A Land Bank allows for take over of properties for back taxes, rehabilitate and resell.

Debi Ross: 1) Cross walks will be built and JFK and McCain and North Hills and McCain.
2) City web site is close to completion.
3) Fire on Waterside last night, house may be a total loss.
4) There is a need for stuffed animals for the police to carry in their cars to help with children. Please take donations to substation.
5) Fire Department is collecting DVD’s and CD’s to send to soldiers. Please call Peggy Morel at 340-5377
6) Run away shopping carts are an issue. In many cities it is against the law to take the cart off the lot. The city will pick them up and store them now. Stores can pick them up for a fee or city may sell for scrap.
7) The city budget is 130 pages. Debi has a copy for anyone who is interested in looking at it.

Alderman: Insurance situation with city employees-city council is trying to sort out the best plan.

The hydro electric plant on track to contribute $1.3 to 1.5 million to the city. If it hits $2 million that will decrease the amount the city would have to borrow.

Bridge on Fairway-Metropolitan Trust is developing land on the other side and will pay for the bridge.

Crossing lights for pedestrians cost $30,000, not sure city can afford right now.

Tom White: Vacant house update. There are close to 100 vacant houses in the Lakewood, Park Hill and Levy areas.
A good information site is vacantproperties.org. It has a listing of towns and their codes.

Neil Bryant: Willing to sponsor an ordinance. Get something in writing to go over with code, the council and city attorney.

Sorrells: Last Sunday someone called 911 reporting someone walking down the street and going into backyards. Police did find the man in a back yard.
A car was stolen on the other side of McCain, kids trying to open car doors and found door open with keys to car loose inside.

Keep back porch lights on, lock doors, and do not leave anything outside that is worth anything. You can buy kits for sliding glass doors to possibly prevent break-ins.

There will be an increase in traffic due to Christmas.

Health insurance for city employees is still up in the air.

The Pit bull that was taken into custody earlier this year was euthanized.

John Riley: Spoke regarding TIFs. Tax Incremental Financing-There is no life
(School Board Rep) span limit on TIFs. Each state has its own laws regarding TIFs. They are set up to encourage money to move into blighted areas. This is money that would normally go to taxes. The argument for TIFs-they bring growth back inside a district. This is money that will not be given to the schools. It is illegal to raise sales tax for the schools.
Response to question regarding rumor that Lakewood Elementary might close in 5 years-No plan to shut anything, we do need a master plan that produces the most efficient and productive use for the students.

The Ballpark tax came off September the 30th.

Jones: Project Green is a grounds improvement initiative to beautify the grounds of Lakewood Elementary. 110 trees are on the campus. The last project the trees on the playgrounds were trimmed. The school has no budget for upkeep of the grounds. Kohl’s has donated $500. Some of the projects for this year are (1) clean up (2) have an outdoor classroom and (3) have a green house and recycle program. They will be applying for city beautiful grant next year. They would also like to have a nature trail and butterfly garden. Clean Up Day will be October the 20th from 9am to 4pm. 27 people have signed up-need 40. They will be building a compost bin, raking leaves and finish painting the soccer cages and fence. Please bring tools and wheelbarrows. Anyone that has loriope, we need it.

Sorrels: Vacant houses are still and issue. If you see strangers hanging around, driving up and down the street over and over, call the police. A call was made regarding a man that “didn’t look right” on Toph. Police arrested him breaking into a house. He had burglarized houses all over.

An arrest was made in the Holiday Inn homicide.

3 people were caught breaking into cars, 2 in Indian Hills and 1 on Crestwood. Lock your cars, take valuables inside the house.

Police cracking down on pawn shops. 4 arrested for fencing at McCain Trading.

Call police if people come door to door asking to work i.e. raking leaves, cutting trees etc. They have to have a placard with a picture ID. Boy Scouts selling popcorn right now are OK. Churches can walk on the street and pray for a neighborhood. If you are approached by people begging, do not give them money.

It was really great to have our Police Department, Animal Control, Neighborhood Services and the Firemen of Station #7 represented.

Neil Bryant: Dog issue-in court, city joined county trying to get ownership of dot to have it euthanized.
Floating target budget for 2008-ball park tax expires in October. Half cent to be voted on in January. Ballot title to PURCHASE WHOLESALE POWER.
INFRASTRUCTURE-Sewer department, the treatment plant needs to be upgraded. The pumps are wearing out. Sewer rate increase is recommended $14 million to fix infrastructure.

Debi Ross: Noise ordinance- police will have several meters. Industrial zones taken out completely. Construction/residential 7am to 9pm now. It can always be changed if needed.

Neil Bryant: City has to have $10 million to keep from raising rates.

Be careful about confronting people, they could be smoking PCP, the could be aggressive, assault you. Don’t stop and help people with flat tires. Do not answer the door to people you do not know. Check all the check numbers in checkbook if your purse is stolen, they may take checks from the middle of the book.

Beth White: The next meeting will be September 11th at Lakewood Elementary. August 7th is Great Night Out. August the 4th is the Great Night Out Workshop.
Glenmere Rd will have food and activities in several yards again this year. Please leave your porch light on from 8 to 10 pm.
The Citizens Police Academy will start this fall.
The Old mill hours are 8am-9pm in the summer and 8am-7pm in the winter.
Friends of the Old Mill will get a portion of the sales from the Art Space art gallery Friday 13th 5-9pm.
Restrooms at the Old Mill are scheduled to be built in September.

State Rep: Most of the legislative acts that were passed will go in effect in July, such as the cut in grocery tax by 3% and the blighted neighborhood act.
Funding of the general improvement money-North Little Rock $455,000
One the ballot in 2008 to change the legislature to annual instead of biannual meeting with budget meeting on even years, also to clean up antiquated language of by-laws.

Sorrels: Re question of pawn shops checking for stolen goods: Detectives check pawn shops daily. Pawn shops are supposed to keep records on each item (name, address, serial numbers etc.) Pawn shops lobbied for legislation to return stolen goods for what they paid.

Control: Anti chaining legislation has been in effect since November, trolley line is ok with 10 feet of lead. Pit Bulls continue to be in the news regarding a former resident of NLR. NLR dealt with the woman for 3 yrs. She has 30 days for an appeal before the dog is euthanized. The other dog is in custody and NLR wants permanent custody. They are also trying to get a ruling that the owner cannot have a dog over 20 lbs. Pulaski county is considering a ban on Pit Bulls. Animal control continues to find Pit Bulls in the city. Lonoke, Jacksonville and Little Rock are also looking at a ban. Regarding a question about feral cats—animal control will bring out a trap and will come and get the cat if you call. Squirrels-animal control will come and get them if you trap them, repair your house during the day time while they are out side. AR Urban Wildlife will help with raccoons, possums, squirrels, bats, etc.

Noise ordinance-June 25th there will a public hearing at the City Council meeting. Debi will fax a copy of the ordinance if you want to look at it. The web site for the city council is being revamped.

Alderman: The city is short 8-10 million dollars for 2008. 4 things we could do:
1) Raise electric rates 10%
2) Cut services 20%
3) Borrow the money (we have authorized $20 million for 2 years.)
4) Sales tax ½ cent for 4 years with a defendant cut off.

Plum Point 2 would last 30 years or so if we get into it., This would require a special meeting.

Algae in lake- carp were put in t eat the growth, will take a year. The carp do not reproduce or eat other fish. The algae came form fish that were put in the lake from another lake. This is a natural occurrence.

Sorrells: Lakes do die; they need aeration, moving water. Catfish and minnow ponds use tractors to aerate the water.
There has been an increase in crime in our area. Home invasion burglaries-3 houses in our neighborhood during Riverfest and Edgefest 1 on Lakeview and 2 on Overbrook. These 2 festivals brought in lots of people. Take more care with your personal items, lock things up. Lawn mowers lock up or chain up. Lock up sheds. Don’t leave anything in view in your car. Car windows have been shattered, 5 in the last week. Leave lights on outside. Sliding glass doors-bar them, better locks are available at home stores. Thieves are not using pawn shops as much, selling goods to friends for little cash. There has been an increase in domestic incidents. Do not answer your door to door to door sales men, call police. Lawn services-if the truck is ratty with no sign on side of truck they are probably stealing mowers. Call the police.

White: The next meeting is July 10th. National Night Out is Tuesday August 7th. There will be a free National Night Out workshop on Saturday August 4th, those interested in attending need to contact the Department of Neighborhood Services for registration.

Debi Ross-Alderman:
Spoke with the Head of Parks regarding the Old Mill
gates. He asked Mary to write a letter regarding request to close the gates at 9 pm and the Parks and Recreation will look at it at the
next meeting will be 5-21-07.

Neil Bryant-Alderman:
Anyone can attend the meeting at the Community Center.
Regarding keeping tax records-the state requires that records are
kept for 7 years.
Sidewalks around lake #3-the project ran out of money at the
bridge. The sidewalk needs to be shored up, light poles are being moved back but, will be moved after the sidewalk is put in.
Concerning Lake #1 and 2-the moss growth. A fish biologist treated Lake #3, with grass eating Carp. The banks will be sprayed, it will take 2-3 years to clean up.
City employees will receive a 3% salary raise, the last on was Sept. of 2005. Regarding the issue of the baseball statues- Neil paid for his, Debi did not want one.
Baseball park-parking has not been a problem. Kids’ days at 11am on Mondays were full. People attended from all over the state. Children were admitted for free.
Dry cleaning and plastic bags are now recyclable.
Regarding the Sani-can at the Old Mill— handicapped accessible restrooms are to be built.
Door to door salesmen-have to have a permit with picture ID. Magazines-they have to deliver them right then, can not take an order to deliver.

Officer Sorrells was not able to attend, but did send a note. Police are working on files of vacant or abandoned houses. There is still a problem with cars being broken into.
Lakewood Elementary needs loriope, also known as “monkey grass”.
Neighborhood Services has a newsletter that is put out quarterly. You can call and request the newsletter to you at 501-340-5394 or email NLRNeighborhoodServ@northlittlerock.ar.gov. The North Little Rock directory is also available.
The Old Mill will be adding restrooms, lighting and an amphitheater.
A one time mailing regarding our meetings is still in the works.
Great Nite Out will be on the first Tuesday in August.

State Representative: Spoke regarding 3 of 5 legislative bills passed. One of which would allow cities to take abandoned houses in blighted areas and use money in a land bank pool to repair and sell to lower income citizens. There continues to be a problem with imminent domain. He will report again at the next meeting.

The legislative session is over. Nothing was done about payday lending. There are tax cuts but now all fees are increased.

Lakewood resident asked how long we need to keep tax records. IRS says 3 years, the back of the AR tax forms say 8 years.

Barry stated he would find out what is required regarding AR code.

Debi Ross
Alderman: According to the FOI if 2 or more aldermen show up they have to notify the press. May the 5th will be the City Beautiful Clean Up day. LPOA will have a clean up day the next weekend. The baseball contract was signed, 20 years with 2 5 year options.

Mary P.
Resident of Lakewood: It is a problem for the gates of the Old Mill to be open until 10 pm. There is noise, vandalism, and Mary was threatened when she tried to close the gates after 10 pm. The problem is worse in the summer when school is out.

Sergeant Bona: New Sergeant at the Lakewood Substation. The substation is not staffed 24 hrs a day. Officers meet there for roll call. North Little Rock has 4 districts Downtown, Levy, Hill area and Rose City. Locking of park is low priority, Sergeant Bona supports locking park earlier. He will pull service calls for the Old Mill. He requests that people leave their name if they call in. If there is an increase in calls they have to go out and check on the problem. If someone comes to your door and you do not know them, do not open the door.
Door to door sales-no more permits for magazine sales. Peddling without a permit is a class A misdemeanor.
Abandoned houses-there has to be 3 or more criminal arrests on the property before legal action can be taken. Sgt. Bona will have his officers compile a list of every vacant and abandoned house in each district every month.
In the month of March there were 5 residential burglaries, and no commercial burglaries. Breaking and Entering of autos increased lately. Do not leave cell phone in plain view in auto. Lock belongings in trunk or take them in with you. You can email Sgt Bona at Jim.Bona@NLRpolice.org. He is in the office Tues, Wed, and Thurs.

Debi Ross: Will call Parks and Recreation about time of gate closing at the Old Mill since they are the ones that changed the time.
Conway has agreed to accept prisoners for $30 a day.

Tom W: We want to have one mailing regarding our meeting to cover all of Lakewood. There are 2500 addressed in Ward I. Neighborhood Services will assist with a mailer one time a year.

Beth W: When it is time to address envelops, we will need volunteers. She encourages everyone to attend the city counsel meeting. Someone needs to mention our meeting during the Public Comments section. We would welcome any suggestions.

Beth W: Thanked Alderman Bryant for the signs to announce our meetings. Abandoned houses remain a concern. There was an article in The Times about the McAlmont area problem with abandoned houses. Sam Baggett of the Neighbors United for Levy stated they have discussed this problem in their area and are having a Levy Meeting Monday April 2nd @ 7pm at the Glenview Recreation Center at 4801 Allen. He is also on the Planning Commission.

Larry E.: Code Enforcement—Will bring up the issue of abandoned houses. Larry
will also attend the Levy meeting.

Sorrells: North Little Rock will probably incorporate McAlmont area west of the railroad tracks eventually past Sherwood to the city lines.

Tom W: Research of other cities regarding vacant houses was informative. One web site www.vacanthouses.org has a lot of information. Examples were given of fines (See web site). One definition of an abandoned house was “deteriorating single family homes”

Beth W: We need a definition for our city. Beth asked Officer Sorrells to repeat his broken window theory and how it can ruin an entire neighborhood.

Sorrells: These meetings are about how a community can get back together and let city officials know about problems. If a crime is committed in an abandoned house, NLR can abate the house but, dilapidated houses falling apart are just as much a problem but take longer for anything to be done about them. Code can go in and tell the owner to fix up the house or tear it down or the city will, and bills the owner.

Larry E: Condemnation can take up to year. Cedric Williams and Felisha Henry do abatement and condemnations in the Code department. Rental property can be a big problem; landlords’ not checking on property to make sure it is ok.
Please call code enforcement with any problems.

Sorrells: Warmer weather means an increase in lawn mowers and yard equipment that is stolen. If you see someone driving around door to door asking to mow or trim trees 95% of the time they are casing houses. People have to have a permit in NLR to go door to door. There was a house broken into on Crestline yesterday and on Kent recently. Lock your doors and cars, leave lights on outside at night, take property inside or lock in the trunk.

Neighborhood services-we are included in the newsletter. They are requesting that people submit articles for the paper.

Calendars are still available at the LPOA.

Please submit any ideas for the 2007 meetings, topics to be brought up, speakers, etc.

Ribbon cutting for FOM to be Tuesday Feb. 20th at 11am.

Debi R.-Alderman. Report from City meeting--Electric rates increased earlier than originally thought. This will keep the increase down some.

S.- A house north of McCain was burglarized.
19 cars were broke into 2 weeks ago.
Bank robberies are up.
Recommend people lock doors, call police if there is anyone suspicious in your neighborhood.

The school will be having a Basket Auction next Friday the 23rd from 6:30pm to 8:30 pm. Craig O’Neal will be the auctioneer. With the money the school raises they plan to tear down the old basketball court and replace it with a new one, awnings for the portable buildings, a storage portable, equipment for the teachers such as TVs and DVD players. Last year they were able to purchase playground equipment.

Jail situation-there is nothing happening. City is paying for jail space but not able to use it.

Little Rock is now hiring and offering $7,000 more for police officers

LarryE.-Code Enforcement. It was brought up that there are 4 vacant houses on Glenmere and Lochridge alone. Would like to have an ordinance, now it takes too long (about a year).
Discussion re vacant houses-
Housing inspections has to go through City Council for condemnation.
Tom W.-searching web for other states definitions and fines.
How do we define vacant? Electric meter?
Debi Ross-In Hot Springs if electricity is turned off for > 6 months the wiring has to be brought up to code. Debi will call the city attorneys office to research this.
